With the settings 
AllowFineOverride set to "allow" 
and 
noissuescharge set to 5

I was able to override a checkout to a patron on master without applying the
patch. 

The patron had $10 in fine and I was not using a superlibrarian account. 

I believe the "AllowFineOverride" setting in the administration panel will meet
your needs.
