It feels like we're starting to mix concerns a bit here.

I would suggest splitting the `BorrowerMandatoryField` handling back out of
this bug and putting it in bug 22728 and letting this bug start moving forward
again.

Perhaps we could add the free text box itself into the bottom of the modal and
track it's content to match the checkbox selection with some clever JS?
