I intend on including translation in the patch I'll be submitting here ;)

The point is.. I have a number of ways I need to extend the account debit
functionality to add a point of sale mechanism to Koha. This is simply
foundational work for that as leaving these credits as authorized values
preclude them from being extended in any meaningful way.

It is my firm opinion that Authorized Values should not just be used as a
catch-all.
