After our upgrade to 18.11 we noticed that staff were able to edit/delete
purchase suggestions from the home page link.  In the past, staff were allowed
staff to create purchase suggestions for patrons, but they could not
edit/delete them.  I agree with Lisette, that it would be great to have a
separate permission like "enter purchase sugggestions" for staff.
