I believe this maintenance script harks back to the days when migrating from
Koha pre 3.0 to Koha post 3.0 was common place.

Hopefully that's now somewhat of a distant memory for most and as such this
script can be removed.  I have my doubts that anyone in this position would
think to look for it anyway.
