Bug 20837: Alter IsAvailableForItemForItemLevelRequest to use
ReservesControlBranch

Also use Koha objects for fetching itemtype info

To test:
Same test plan as above, ensure item availability is affected the the system
preference
prove t/db_dependent/Holds/DisallowHoldIfItemsAvailable.t
