I think the problem is less with the placement of the menu, rather the fact
that they now have to trigger it before they can access their most commonly
used option when they didn't have to before. We didn't want to revert the
change that was made, so we decided that a system preference would be the
easiest way to include this fix, and make life easier for the library.
