I don't feel like tying this to CircControl would fit all use cases, especially
since this hasn't been connected for such a long time.

I think fixes like
Bug 21886 - Add option to send notices from owning library instead of issuing
library
and
Bug 17649 - Create only one message per borrower and overdue level

are better. Please reopen if you disagree.
