Agustin, ok I think I am lost then :)

I opened bug 22847 to deal with this behavior, and I thought it was a bug. I am
not sure what we expect actually. I am going to mark this one as blocked by
22847 and see how thing goes.

About your patch:
* HasCirculationRules - I would have set the flag from the .pl, not the TT
plugin.
* current_branch vs branchcode - my patch was supposed to deal with that.

We will be back to this one later :)
