Same problem on Fresh Install
on Debian 9.9

whith version koha 18.11 

Koha version:   18.11.05.000
OS version ('uname -a'):        Linux kohaDebian9 4.9.0-9-amd64 #1 SMP Debian
4.9.168-1 (2019-04-12) x86_64
Memcached:      Servers: 127.0.0.1:11211 | Namespace: koha_kohadebian9 |
Status: running. | Config read from: koha-conf.xml
