I think the weirdness here is that the current implementation is not
considering ReservesControlBranch and instead it is using HomeOrHoldingBranch,
which is not intended for holds. I have reviewed both sysprefs history, and
noticed this.

So, the solution is to actually allow the library to choose the desired
behaviour through this syspref. The options it provides are:
- Check the patron's home library to see if the patron can place a hold on the
item.
- Check the item's home library to see if the patron can place a hold on the
item.

So I think we just need to stick with that, and both possible answers to the
question will be covered. It also looks like it would follow Koha's current
approach.
