It seems to me that ReserveControlBranch and HomeOrHolding are doing the same
thing, but one for holds and the other one for checkout-ability. I've seen this
pattern in Koha a lot, in which rules are duplicated to give more flexibility,
and it makes sense. Even though it leads to impossible situations (i.e. you can
place a hold on an item you cannot check out).
