Hi Sophie, I think this is the correct behavior. 

Even with item-level itypes, there is a lot of functionality in Koha that
relies on a fallback on record level itemtypes (article requests on records
without items, checks if something is holdable and which rule should apply,
itemtype search in advanced search includes 942$c, etc.)
