Kyle, I had a quick go at rescuing this one but I wasn't confident in my
rebase.

Could you take a look and get it rebased...?  We could also do with some tests
for the C4::Circualation change, but I'm happy to work on those as a QA/RM
followup if it helps move this along a bit?
