I think this is a good idea, so long as showing suggestions for all libraries
as the default is optional.

I used to work in a situations where staff at LIBRARYA did not want staff at
LIBRARYB to see what patrons from LIBRARYA were suggesting due to privacy
concerns.  In that situation we used jQuery to disable the #branchcode dropdown
on suggestion.pl and staff were not allowed to switch libraries so that they
had to log out and log back in to see suggestions for other locations - but
they could only do that if they had a username and password for that location.
