I am seeing this behavior in 18.11. System generated authority records do not
save values in the MARC21 indicators. 

When linking to a system-generated authority, the indicator in the
bibliographic record gets overwritten by the indicator from the authority
record.

To replicate:
1. Identify a system-generated authority record for personal name or corporate
name
2. Note that the indicator fields are empty (##)
3. Create a new bibliographic record
4. Enter the heading in a 100 1- or 110 2- field as appropriate
5. Click the authority search tool to find the system-generated heading you
want to link to
6. Choose the authority record identified in step 1
7. Note that the indicator you entered in the field (a 1 in a 100 or 2 in 110)
is now missing
