Bug 23049: Add debit_type

* Add account_debit_types table
* Add ac_debit_types_branches table
* Add account_debit_types defaults
* Add Koha::Account::DebitType and Koha::Account::DebitTypes
* Prevent deletion of defaults
* Migrate MANUAL_INV values
* Remove MANUAL_INV references
* Migrate accounttype values
