The Holds Policy By Item Type table in Circ & Fine Rules includes a column for
"Hold Pickup Library Match," defining whether or not the pickup library for a
hold needs to match the item's home/holding library. This policy is only
checked when trying to fill a hold, not when trying to place a hold. This
allows us to place holds that will never be filled.
