Can you give us more information on your setup? The 'swagger file' is bundled
in Koha and there shouldn't be any external system reached out.

It would help if you additionally:

$ sudo apt install pmtools

and then we need the output for:

$ pmvers JSON::Validator
$ pmvers Mojolicious
$ pmvers Mojolicious::Plugin::OpenAPI
