This route:

POST /return_claims/claim/{item_id}
{
  notes: ...,
  created_by: ...,
  charge_lost_fee: ...
}

should really be

POST /return_claims

{
  item_id: ...,
  notes: ...,
  created_by: ...,
  charge_lost_fee: ...
}
