Tested posting news items to librarian interface and the OPAC - can add news
items without entering a position (before the patch was applied the news items
just 'disappeared').

However, the news items don't display where they should - even after a
flush_memcached and restart_all.

Tested on koha-testing-docker against latest master. Tested on Ubuntu 18.04
with latest Firefox and Google Chrome.
