Bug 25103: Add authorised value for checkout types

This commit adds an authorised value category "CHECKOUT_TYPE" and
an authorised value "ONSITE" (on-site) and "CHECKOUT" (normal checkout).

To test:
1. perl installer/data/mysql/updatedatabase.pl
