Bug 24973: Add *-locale-prefs.po translation files

This patch adds the new translation file for all
current languages.

To test:
1) Check update for a language (with no install dir)
   cd misc/translator
   ./translate update pt-BR

2) Check install
   ./translate install pt-BR

    verify creation of install dir ( installer/data/mysql/pt-BR)
    and locale_prefs.yml file

3) Do a clean install for your selected language,
   no problems expected
