Just noticed that ODS does actually work. If you export the framework in ODS
format, the tag structure is in one sheet, and the subfield structure is in a
second sheet within the document.

When exporting the framework in CSV format, all the data is in one sheet, with
the tag structure first and the subfield structure underneath.

Ready for testing. Would be great to get this one through.
