As libraries slowly start to reopen we've had this request a few times and
there is not really a great way to do it at the moment.

When you want to turn off HOLD notices globally you can:

- Change the messaging settings for every patron. You can use the script, but
you can't get back their individual settings easily and you need to go server
side via SQL.

- Empty out the Email template (requires you have a print one still set up).
This appears to work, but is hacky.

It would be nice, if there was a way to do this in the configuration.
