ad 1.
You should use it in C4::Auth, look to the line 1113 and below, where is
'branch' parameter used

ad 2.
It should take it into account and use desks for the libraries with desks and
not to show any desk for libraries with no desks defined... or you can do a
workaround a set desk to fake "default" desk where there is no desk.

3. I dind't run the current code yet, so I am not sure about this


4. I think this is redundant now
