The script import_borrowers.pl doesn't seem to be 'plack-save'.

Test plan with plack enabled (tested with Koha 18.11):

1) Import a large number of patrons e.g. 6000 patrons
2) You get a proxy error
3) Apply patch.
4) Repeat step 1
5) The proxy error does not occur anymore
