Rebased upon 18501.. ready for QA :)

Note, I did want to more drastically refactor this to more closely resemble the
work undertaken in bug 18501, but I wasn't sure how to handle the requirements
for passing around dates (Restoring a fine would be simple enough, but charging
a fresh one would add complications in so much as we need to pass through the
possible backdated return date)
