To fail more verbosely during plack startup there would need to be a way in
Log4perl to check whether a logger category (e.g. "plack-opac") exists in the
log4perl.conf file. I couldn't find any such function in the Log::Log4Perl
module. We could also implement our own parser for the log4perl.conf file but
that doesn't sound ideal. Help needed.
