One of our customers was testing the proposed patches and found out that if the
setting AllowItemsOnHoldCheckoutSIP is enabled then In processing state holds
can be checked out. They shouldn't be able to be since the item for the
patron's hold is already attached for the patron in the same way it is with
Waiting state.
