Suggestion 1:
Referring back to

I think that we could do easy things like "Simplify the Message into a
Plural-Independent Phrase". 

Suggestion 2:
Use a token based i18n scheme like Java (which has a huge history in
internationalization as it was the origin of ICU):

Suggestion 3:
Look at what others have done in Perl:
