Fixing this bug would be helpful to our consortium.  I don't know what the
limit is on the number of patrons we can import.  The process now is make the
edits, save the file, run the import tool and wait (a very long time) to see if
it will successfully load. If it doesn't load, open a ticket and send the file,
update our own help ticket and then when loaded, check to see if changes were
correct.  If not, start over.
