Funds from inactive budgets are also appearing under the 'Acquisition
Information' area of a purchase suggestion. 

1) Try to create a new purchase suggestion
2) Look in the 'Fund' dropdown under the 'Acquisition information' section
3) Funds from both active and inactive budgets will appear

Should I open a new bug for this?
