I doesn't seem to work on 19.11.x

1. apply
2. restart services
3. optional: prove t/db_dependent/Biblio.t (passes)
4. fill a record with 010 = ThisisgoingtobetoomanycharactersfortheLCCNfield
5. save
6. error: "Bibliographic record not found."
