The various sysprefs that determine whether or not to consult the calendar for
various tasks are inconsistent in a new install -- some are on and some are
off. However, ExcludeHolidaysFromMaxPickUpDelay defaults to off. That's not
exactly the same as the --holiday flag here, but seems close enough that I'm
happy to make this new feature keep the same default choice.
