I see!!!!

Right.. I totally missed that `but not if the item is lost, damaged, or
withdrawn.` in the original request is different to how the existing
anonymisation logic works.

Personally (and I've checked with a few people now) I feel that the two
locations this data is stored should be anonymised equally so they don't fall
out of sync.

As this is a change in a privacy feature I think we probably need to govern
whether we filter out by item status based on a system preference to keep
everyone happy.

I'll add that as a followup now and update the test to correspond.  Good catch
