Bug 24203 brings up the fact that as the longoverdue cron is now able to differ
based on itype while overdues are not. This moves the two processes further
apart. This pushes me further into the belief that we should abandon the idea
of making overdue notices work for alerting patrons to long overdue charges and
should instead work to accomplish that via the patron emailer cron. I just put
together a plan for doing so:
