Based on what you've said, I suspect that your issue might be unrelated to this
discussion. This issue is about running scripts like "stage-marc-import.pl"
using Plack, but there has been a workaround, which is provided out of the box,
for that for many years. 

I'd suggest that you look for support for your particular issue via
https://koha-community.org/support/. For example, the mailing lists
(https://koha-community.org/support/koha-mailing-lists/) and/or the #koha IRC
channel. There we can run through a series of specific questions to help you.
