These patches introduce new files without the GPL license header which is
mandatory as per our coding guidelines:
<https://wiki.koha-community.org/wiki/Coding_Guidelines>. The patches should be
re-done so that there is the license header. Setting this as 'Failed QA' until
this is resolved.
