Bug 24327: Redirect to the login form if AnonSuggestion misconfigured

Test plan:
Turn on AnonSuggestion but set AnonymousPatron to an invalid value
Go to /cgi-bin/koha/opac-suggestions.pl?op=add
=> You see the login form
