I'm not an acquisitions, but I'm confused about why this is confusing. However,
we could improve the hint on aqbudgets.pl:

Warning at %: "Show a warning when the amount remaining in the fund reaches a
certain percentage of the total. Enter 0 to disable."

Warning at amount: "Show a warning when the amount remaining in the fund
reaches a certain number. Enter 0 to disable."

But I think the root of the problem isn't budget_encumb, I think it's the fact
that creating or modifying funds doesn't give any contextual information about
the amount available in the parent fund or parent budget. I think that's what's
confusing about the "Fund amount exceeds..." messages.
