Yes, it is the expected behavior.
With suggestions_manage you can manage suggestions :) Which means you can
add/edit/delete purchase suggestions.

On this bug report we are dealing with acquisition access, a librarian with
suggestions_manage but no acquisition permission cannot access budgets/funds
information.
