Failing QA because the text added to CalculateFinesOnReturn has an extra
period. 
It says : 
NOTE: This system preference requires FinesMode to be set to 'Calculate and
charge.'.

Should be:
NOTE: This system preference requires FinesMode to be set to 'Calculate and
charge.'
