Problems I noticed after doing database upgrade and comparing the web page
before db upgrade and after db upgrade: 

- The "Clone these rules to: " feature is missing after the patch set

- "Holds allowed (daily)" was previously empty now with the patch set it says
"Unlimited"

- "Fine amount" is now with 6 decimals instead of previous 2
