Even though it should be allowed, I get this error message when making a hold
for Student patron for Music item: "Daily hold limit reached for patron".

I have rules:

category = Student, itemtype = Music, Holds allowed (daily) = Unlimited

and

category = All, itemtype = ALL, Holds allowed (daily) = 0

If for the latter "All rule" I change it to 1 then things work.
