On Item 2 (create a new fine), the fine generated successfully but with status
UNRETURNED. Shouldn't it be RETURNED instead?

On Item 3 (restore old fine), the old fine was not restored. The fine was left
with amountoutstanding=0 and the associated credit was not voided.
