On step 18 of my plan above, I got this error:
"Unknown error code LostItemFeeCharged at /kohadevbox/koha/circ/returns.pl line
538"

Other thoughts:
- I like the general structure here. where you've chosen to put this setting
makes sense
- What happens if my accruing fine has been fully/partially written off or
paid?
