Bug 25765: Add GetLoggedInBranchname method

Add GetLoggedInBranchname method to Branches templates plugin.

Also changes GetName method to use Koha::Library instead of direct SQL.

Test plan :
Run prove t/db_dependent/Template/Plugin/Branches.t
