Hi Donna, you can reorder repeated fields (same number) and the subfields of
each field, but not fields of different numbers. It's in the comment here:
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=7882#c64

Maybe we should turn this into an enhancement request?
