Bug 24455: Add moment-timezone library in opac

This patch adds
koha-tmpl/opac-tmpl/bootstrap/lib/moment-timezone-with-data-10-year-range.min.js
in order to use the moment library with timezones
(https://momentjs.com/timezone/)
